President reassigns ministers, makes new appointment

PRESIDENT Mnangagwa has made significant changes to his Cabinet, reassigning two ministers and appointing Dr Fulton Mangwanya as the Director-General of the President’s Department. Minister July Moyo has been appointed as the new Minister of Energy and Power Development, taking over from Minister Edgar Moyo. In turn, Minister Edgar Moyo will now lead the Ministry of Public Service, Labour and Social Welfare, a position previously held by Minister July Moyo.

Chief Secretary to the President and Cabinet, Dr Martin Rushwaya, said in a statement yesterday:

“In terms of Subsection 1 of Section 104 of the Constitution of Zimbabwe, His Excellency the President, Cde Dr Emmerson Dambudzo Mnangagwa, has reassigned the under-listed Ministers as follows: Hon J G Moyo, MP Minister of Energy and Power Development. Hon E Moyo, MP: Minister of Public Service, Labour and Social Welfare. The reassignments are with immediate effect.”

Minister July Moyo has previously served as the Minister of Local Government and Public Works before being appointed the Public Service, Labour and Social Welfare Minister. He is also the National Assembly member for Redcliff Constituency in Midlands. On the other hand, Minister Edgar Moyo was the Primary and Secondary Education Deputy Minister before being elevated to the Minister of Energy and Power Development following the 2023 Harmonised Elections. He is the Matobo North Constituency National Assembly member.

Meanwhile, Dr Rushwaya announced that the President has appointed Dr Mangwanya as the new Director-General of the President’s Department. 

“In terms of Section 226(1) of the Constitution of Zimbabwe, His Excellency the President, Cde Dr Emmerson Dambudzo Mnangagwa, has appointed Dr Fulton Mangwanya as the Director-General of the President’s Department. The appointment is with immediate effect,” said Dr Rushwaya. – @nqotshili
